Abstract

The general objective of this study was to analyze the logistics process involved in exporting Venezuelan panela to Canada by examining the applicable regulatory framework, characterizing the export regime governing Venezuelan panela, and identifying the factors affecting the required logistics operations. The research adopted a descriptive documentary design based on the collection and synthesis of secondary sources, including national and international laws and regulations, as well as expert opinions from the sector, using analytical summarization as the primary research technique. The analysis revealed that the export logistics process is highly complex and requires strict compliance with customs procedures and documentation requirements, including the Single Customs Declaration (DUA), International Commercial Terms (Incoterms), and sector-specific permits. The findings indicate that the principal obstacles affecting the sector stem from regulatory and bureaucratic factors, such as excessive permitting requirements, the incomplete digitalization of the Single Window for Foreign Trade (VUCE), and the legal obligation to sell foreign currency earnings to the Central Bank of Venezuela (BCV). In conclusion, the study argues that eliminating or simplifying state-imposed restrictions would generate a substantial increase in agricultural exports, enabling exporters of panela (also known regionally as chancaca or papelón) to develop effective internationalization strategies and contribute significantly to Venezuela’s economic growth
