Abstract

Competitive authoritarianism is considered an inherently unstable regime that has internally its own source of crisis and eventual collapse. This paper follows with some adjustments the model proposed by Levitsky and Way to explain the patterns of change and stability of this type of regime. By analyzing the conditions that determine the ability of competitive authoritarianisms to overcome the decline in their electoral competitiveness, it is argued that the degree of consolidation of authoritarian institutions operates as a filter for internal and external pressures and shapes the possibilities of a shift towards hegemonic authoritarianism. The analysis of the Venezuelan case underlines the need to evaluate in more detail the capacity of the ruling elite to create and consolidate in a still competitive context functional institutions for its authoritarian project and the successive role of these institutional factors in the hardening and preservation of authoritarianism.
