El crac de 1929, las ciencias y la educación agropecuaria en América Latina: el caso de Venezuela

Resumen

El artículo establece las vinculaciones entre la Gran Depresión de 1929 y el desenvolvimiento de las ciencias y la educación agropecuaria en América Latina, particularizando el caso venezolano. Se muestra cómo un suceso que tuvo la magnitud de cataclismo económico para el mundo y Latinoamérica, se constituyó en impulsor de las ciencias y la educción agropecuaria en América Latina. Sus efectos plantearían la necesidad de modernizar la agricultura, y hacer de las ciencias agropecuarias un instrumento para llevarla a cabo. Para ello se buscó impulsarlas, promoviendo aún más su desarrollo donde estaban establecidas, como el Cono Sur o crearlas, donde éstas presentaban un rezago, como en el caso venezolano. No hubo otro camino, pues la producción primaria agrícola tenía un peso significativo en las estructuras económicas nacionales, de allí la necesidad de mejorar la productividad y hacer más competitivas las economías en los años que siguieron a este suceso económico. El artículo se estructuró en tres partes, inicialmente realizando una breve caracterización económica de la región al momento de la depresión, y describiendo y analizando sus efectos en éstas economías, particularizando en el caso venezolano. Luego son estudiadas las principales medidas y acciones estatales aplicadas en Latinoamérica, como respuestas de política pública ante la crisis, profundizando en las políticas de desarrollo científico, tecnológico y educativo adoptadas. Finalmente, se aborda el caso de Venezuela, centrándonos en las acciones tomadas para establecer las ciencias y la educación agropecuaria, ante la coyuntura creada por la crisis.

 The crac of 1929, the sciences and the agricultural education in Latin America: the case of Venezuela

The paper aims to establish the entailments between the Great Depression of 1929 and the development of the science and agricultural education in Latin American, in special the Venezuelan case. It is showed like an event that had the magnitude of economic cataclysm for the world and Latin America, but it constituted an impeller of the sciences and agricultural education in Latin America. Their effects would raise the necessity to modernize the agriculture and to make of farming sciences an instrument to carry out them. It was intended to impel them promoting its development even more where were established, like the South Cone or to create them where were presented behind, as the Venezuelan case. There was no other way, because the primary production, as the agriculture had a significant weight in the national economic structures. It was necessary to improve the productivity and to make the economies more competitive in the following years. The article was structured in three sections: in the first one, a brief economic characterization of the region at the time of the Depression was made and it is described and analyzed its effects in these economies, distinguishing the Venezuelan case. In the second section the main and State actions applied in Latin American are studied, like answers to public policy under the crisis, deepened in the adopted policies of scientific, technological, and educative development. In the third section, I approached the case of Venezuela centering in the taken actions to establish the sciences and agricultural education, in front of the conjuncture created by the crisis.
