SUBSIDIOS ESTATALES Y ACUMULACIÓN DE CAPITAL EN ARGENTINA: UN REPLANTEO DEL PROBLEMA A LA LUZ DEL CASO ARCOR

Resumen

El presente trabajo tiene como objeto el análisis de la correspondencia existente entre la capacidad exportadora de los capitales y la magnitud de subsidios recibidos por las empresas. Para avanzar en la explicación del problema se estudiará como caso testigo a Arcor, una empresa nacional que logró erigirse como líder mundial de la industria de los caramelos. Las conclusiones que se desprenden del análisis histórico muestran que no es mecánica la correspondencia entre aquellos capitales subsidiados y su capacidad exportadora. Es así que consideramos pertinente se pondere la competitividad de las diferentes empresas y ramas como el elemento distintivo en vez de la relación con el Estado a partir de la obtención de subsidios.

Abstract

State subsidies and capital accumulation: rethinking the problem from Arcor

This paper aims to analyze the correspondence between the export capacity of capital and the magnitude of benefits the companies received. To advance in the explanation of the problem we considered the case of Arcor, a national company that managed to establish itself as a world leader in the candy industry. The conclusions that emerge from the historical analysis shows that there is not mechanical the correspondence between those subsidized capital and export capacity. Thus, we consider relevant to weigh the competitiveness of different companies and branches as the distinctive element rather than the relationship with the State to obtain subsidies.
