Abstract

Resumen
El objetivo de este estudio fue analizar la relación entre motivación laboral y cumplimiento de objetivos institucionales en el Gobierno Autónomo Descentralizado (GAD) Municipal de Portoviejo, Manabí, Ecuador, considerando la percepción de seguridad como una variable mediadora clave. La metodología se basó en un enfoque mixto: una encuesta estructurada a 294 servidores y un formulario con preguntas abiertas dirigido a personal directivo. Los principales resultados mostraron una correlación positiva débil pero estadísticamente significativa entre variables y una percepción de inseguridad institucional generalizada.

Abstract
The objective of this study was to analyze the relationship between work motivation and the fulfillment of institutional objectives in the Municipal GAD of Portoviejo, Manabí, Ecuador, considering the perception of security as a key mediating variable. The methodology was based on a mixed approach: a structured survey of 294 employees and a form with open-ended questions aimed at management personnel. The main results showed a weak but statistically significant positive correlation between variables and a perception of widespread institutional insecurity.
