Situación legal, estructural y funcional de la sanidad vegetal en Venezuela

Resumo

El objetivo del presente trabajo fue el de realizar un diagnóstico sobre la situación legal, estructural y funcional del Instituto de Salud Agrícola Integral (INSAI), ente de gestión en materia de salud agrícola integral en Venezuela. La metodología utilizada fue del tipo cualitativa, basado en la recopilación y el análisis de datos de diferentes instrumentos normativos y técnicos emanados del organismo oficial y otras fuentes, informes de pasantías, memoria y cuenta del inisterio del Poder Popular para la Agricultura y Tierras (MPPAT) y entrevistas a funcionarios y actores involucrados en el quehacer de la sanidad agrícola. Los resultados indican, entre otros, que el INSAI cuenta con una base legal sobre la cual actúa, aunque esta debe ser revisada y actualizada. No hay información que refleje políticas de ascensos, capacitación y estímulo al personal y no se cuenta con personal técnico suficiente para desarrollar las actividades en el área de sanidad vegetal. Existen limitaciones en cuanto a equipos e infraestructura para el desarrollo idóneo de las funciones. Se incluyen recomendaciones al respecto.

Legal, structural and functional situation of integral plant health in Venezuela

ABSTRACT

The objective of this work was to carry out a diagnosis of the legal, structural and functional situation of the Institute of Integral Agricultural Health (INSAI), a  anagement entity in the field of integral agricultural health in Venezuela. The methodology used was qualitative, based on the collection and analysis of data from different normative and technical instruments issued by the official agency and other sources, internship reports, report and account of the Ministry of People’s Power for Agriculture and Lands (MPPAT) and interviews with officials and actors involved in agricultural health. The results indicate, among other things, that INSAI has a legal basis on which it acts, although this needs to be reviewed and updated.
