| Abstract: | Se busca analizar las vías de desarrollo implementadas en la agricultura moderna venezolana y el rol de la orientación del cambio tecnológico y las políticas estructurales. Una tipología de fincas y un conjunto de indicadores ayudan a caracterizar la distribución de producción y recursos entre los tipos de fincas, utilizando información censal. Se concluye que entre 1950 y finales de los noventa tiende a consolidarse una vía de desarrollo «farmer», estimulada por el sesgo del cambio tecnológico y la orientación de las políticas de colonización y reforma agraria. Una nueva agenda política privilegió la seguridad alimentaria y la creación de derechos de propiedad a favor de los empresarios agrícolas. Las acciones desarrolladas bajo la última Ley de Tierras pueden debilitar la vía «farmer», con consecuencias negativas para la producción y el empleo. |
| Description: | Abstract
This paper aims to analyze the agricultural development paths implemented in the modern Venezuelan agriculture and the role of the technological change orientation and structural policies. Based on census data, a typology of farms and a set of indicators were elaborated to characterize the distribution of land and production according to farm size. From the 50s to the 90s, the tendency was towards a development path centered on medium-sized farmers, stimulated by the technological change bias and structural policies like agrarian reform and colonization. A new political agenda favored food security and property rights in behalf of medium-sized farmers. At present the actions implemented under the last land law can weaken the farmer path, bringing about a reduction of production capacity and employment. |
