ABSTRACT: Research, Development and Innovation (R&D&i) organizations operate in VICA2 scenarios (Volatile, Vulnerable, Uncertain, Insecure, Complex, Chaotic, Ambiguous and Adverse), where the Project Management Office (PMO) transcends its traditional bureaucratic role to become a strategic articulator that permeates organizational silos that limit productivity. This study examines how the PMO facilitates adaptability, tangible value aggregation, and benefit generation, considering the Project Management Body of Knowledge (PMBOK) of the Project Management Institute (PMI). The research methodology was qualitative and documentary, with case analysis in technology, health, education and services sectors in Latin America. Key success factors identified include strategic alignment, committed leadership, operational flexibility, and knowledge management. Lessons learned highlight the need for executive sponsorship, balanced metrics, and adaptive governance. A roadmap is proposed comprising the diagnosis of organizational silos, design of a governance system, development of human skills, value monitoring, and a continuous improvement cycle. The value of the PMO lies in its capacity to act as a shield for sustainable resilience amid market uncertainty, by standardizing terminology, interconnecting multidisciplinary teams, linking strategy with technical-scientific execution and innovation, and reducing product time-to-market. | en_US |
