| Abstract: | Aunque en Colombia se cuenta con un sólido sistema legislativo que plantea una serie de instrumentos que le permiten una verdadera y eficiente gestión medioambiental, se ha demostrado que al afrontar los graves sucesos que ha generado el Fenómeno de la Niña, no había una forma de ofrecer una respuesta con la suficiente cobertura e inmediatez que requería, entre 2010 y 2011. |
