Errantes Formas y Esencias de la Indigencia en Caracas (Reportaje Interpretativo)

Abstract

Este es un reportaje que busca explicar la indigencia en Caracas y comprobar su significativa complejidad, mediante la revisión de los múltiples contextos y dimensiones en que se mueve el problema. La indigencia no es una realidad homogénea, por lo que no tiene una única causa, ni única manifestación. Sobre este punto de partida, Errantes recoge las reflexiones de sociólogos antropólogos, economistas, psicólogos, urbanistas y trabajadores sociales para fijar la atención en las diversas variables que influyen en el fenómeno. Asimismo, recoge las declaraciones, datos, cifras y explicaciones de funcionarios del Estado que dirigen instituciones que trabajan en la solución y mitigación de la indigencia, para explorar qué se está diseñando y ejecutando para buscar una salida. Por otra parte, el reportaje capta testimonios de los propios indigentes, los sujetos y objetos del fenómeno, cuyas historias de vida dan cuenta de la esencia y las formas concretas de esa abstracción llamada indigencia, en medio de una ciudad como Caracas, una prototípica metrópoli latinoamericana, signada por el caos, la desestructuración y el abandono. De esa manera, el reportaje se aproxima a una definición del fenómeno y luego se pasea por la dimensión estructural y socioeconómica del problema, específicamente sobre la pobreza, la exclusión, la marginación, el desempleo y la violencia. Posteriormente, continúa su recorrido por las variables culturales, en las que la matrisocialidad, el machismo y el populismo son elementos fundamentales. Luego se revisa lo concerniente al componente psicológico (individual y social) del fenómeno, con especial énfasis en la fármacodependencia, el alcoholismo y trastornos mentales. En seguida se abordan las variables sociopolíticas y las políticas públicas que el Estado ha desarrollado para poner freno al fenómeno. Igualmente, se toca el tema de los aportes de las organizaciones no gubernamentales. Todo para comprobar la complejidad del fenómeno, con miras a sus posibles soluciones.

This feature looks for to explain the homelessness in Caracas and to verify its significant complexity, by means of the revision of multiple contexts and dimensions in which the problem moves. Homelessness is not a homogenous reality, that is why it does not have a unique cause, nor unique manifestation. On this departure point, Errantes picks up the reflections of sociologists, anthropologists, economists, psychologists, city planners and social workers, in order to determine the attention to the diverse variables that influence in the phenomenon. Also, it picks up the declarations, data, numbers and explanations of civil servants of the State who direct institutions that work in the solution and mitigation of homelessness, to explore what they´re designing and executeing for an exit. On the other hand, this feature catches own testimonies of homeless people, the subjects and objects of the phenomenon, whose lifestories give to account of the essence and the concrete forms of that abstraction called homelessness, in the middle of a city like Caracas, a prototype Latin American metropolis, characterized by chaos, dismantling and abandonment. In that way, the feature comes near to a definition of the phenomenon and then it takes a walk by the structural and socioeconomic dimension of the problem, specifically on the poverty, the exclusion, the marginalization, unemployment and the violence. Later, it continues its route by the cultural variables, in which the matrisocialidad, the masculinity and populism are fundamental elements. Inmediately after, this article reviews about the psychological component (individual and social) of the phenomenon, with emphasis in drogadiction, alcoholism and mental upheavals. Next the sociopolitical variables and the public policies are approached that the State has developed to put brake to the phenomenon. Also, the contributions of the non-governmental organizations is touched. Everything to verify the complexity of the phenomenon, with a view to its possible solutions.
