| Abstract: | La existencia de la democracia presupone y exige la ciudadanía: una identidad cívica común, de alcance universal que une a los miembros de una sociedad por encima de pertenencias y diferencias. La ciudadanía asigna cualidades y competencias a los ciudadanos y, a un tiempo, formula derechos y responsabilidades. Si aceptamos que la democracia es un procedimiento para tomar decisiones justas sobre lo que debe hacerse o evitarse en una sociedad, el desarrollo de la ciudadanía se convierte en una exigencia. En estas anotaciones se examina el concepto de ciudadanía de acuerdo a diferentes posiciones filosóficas y políticas, que van desde la Grecia clásica hasta las ideas de Rawls. Sin propósitos exhaustivos el trabajo se propuso discernir entre lo ca- racterístico y lo común en esas perspectivas sobre la ciudadanía, comprender algunas de sus mutaciones y enlazar ese legado con debates y pensamientos políticos contemporáneos. Escrito desde el desasosiego producido por el progresivo alejamiento de la sociedad venezolana de principios y procedimientos democráticos, estas notas subrayan el papel cívico de la universidad. La crítica, la autonomía, el desafío de saberes establecidos y de convenciones sociales son centrales al quehacer universitario. Son también componentes clave para sostener el impulso democrático, promover el com promiso con las libertades y para desarrollar y ejercer la ciudadanía. Por ello, se concluye convocando a un esfuerzo poderoso y sostenido para fortalecer la función cívica de la universidad en nuestro país. |
| Description: | The existence of democracy implies and demands citizenship, that is, all citizens sharing the same universal-reach, civic identity, the union of all the members of the society regardless of differences and preferences. Citizenship assigns each citizen qualities and competences, as much as rights and duties. If we accept that democracy is a procedure to make fair decisions regarding what should be done or avoided in a society, the development of citizenship becomes imperative. This essay examines the notion of citizenship according to several philosophical and political positions, ranging from ancient Greece to Rawls’ ideas. Although not yet exhaustive, the research was intended to distinguish between the peculiar and common traits of such perspectives on citizenship to understand some of its transformations and find a link between this legacy and contemporary political thought and debate. Given the present concerns about the growing distance between the Venezuelan society and democratic procedures, these comments underscore the civic role of the university, Criticism, autonomy and the challenge of established knowledge and social conventions are crucial to the university’s work. They are also key components to the compromise with liberties and the development and exercise of citizenship. As a conclusion, the article calls for a powerful, sustained effort to strengthen the civic functions of the university in Venezuela. |
