Generative Artificial Intelligence and the Risk of Administrative Opacity in Municipal Governments: A Literature Review

RESUMEN
El estudio analiza, mediante revisión sistemática, el impacto de la inteligencia artificial generativa en la
gestión municipal y su riesgo de opacidad administrativa. De 313 registros en SciELO y Dialnet, se
seleccionaron 35 estudios tras depuración metodológica. La evidencia muestra mejoras en eficiencia y
modernización digital, pero también desafíos en transparencia algorítmica, trazabilidad y supervisión. En
municipios latinoamericanos, limitaciones técnicas y regulatorias pueden generar opacidad sin marcos sólidos
de gobernanza y control democrático.

ABSTRACT
The study analyzes, through a systematic review, the impact of generative artificial intelligence on municipal
management and its risk of administrative opacity. From 313 records identified in SciELO and Dialnet, 35
studies were selected after methodological screening. The evidence shows improvements in efficiency and
digital modernization, but also challenges related to algorithmic transparency, traceability, and oversight. In
Latin American municipalities, technical and regulatory limitations may generate opacity without solid
governance frameworks and effective democratic control mechanisms.
