Parafiscal Centralization “The same foreigner with a different pipe”

Abstract

The failure of the populist strategy, adopted by the Venezuelan governments of the XXI Century of financing, through parafiscal resources, the social rights of the population, it is evident, not only, by their historical dissatisfaction, but also, by the measures adopted by the Executive Branch during the last six years of readdressing those resources, but keeping their affectation and management aside the National Budget.
