ESTADO DEL ARTE DE LAS INVESTIGACIONES SOBRE LOS REGÍMENES ESPECIALES DE SALUD EN VENEZUELA (2007)

Resumen

Las respuestas durante muchos años, que se dieron a la crisis del Ministerio de Salud y la Institución más representativa de la Seguridad Social Venezolana: el Instituto Venezolano de los Seguros Sociales (IVSS), crearon en la mayoría de los casos, mecanismos perversos por excluyentes e inequitativos y significaron erogaciones importantes del presupuesto nacional destinada a grupos específicos de la población, pero no por eso más eficientes ni sustitutivas de los cuestionados, sino paralelos generando duplicidad en los aportes y gastos por este concepto y «sobreprotección» para algunos grupos poblacionales frente a otros totalmente desprotegidos. Esta modalidad protectiva se denominan Regímenes Especiales de Salud.

El objetivo de este artículo es presentar el estado del arte de las investigaciones que se adelantaron o adelantan al respecto, revisando la metodología aplicada al análisis de la base legal, las prestaciones, las modalidades financieras y sus resultados de cobertura, intentando establecer unos parámetros para unas futuras evaluación de estos regímenes especiales para su integración en el Sistema Nacional de Salud.

ABSTRACT

The answers given during many years to the the Ministry of Health and the Venezuelan Institute of the Social Security (IVSS) crisis, being this the most representative institution of the Venezuelan social security, caused in most of the cases excluding and non equitable, perverse mechanisms and meant important expenses of the national budget destined to specific groups of the population, not efficient nor substitute groups of the questioned ones, but generating duplicity in the contributions and expenses by this concept and «over protection)) for some population groups instead of other groups, totally unprotected . This protective modality is denominated Special Regimes of Health.

This article is aimed to present the state of the art of the investigations on this subject, reviewing the methodology applied to the analysis of the legal base, the financial benefits, modalities and their results of coverage, trying to establish parameters for a future evaluation of these special regimes for its integration in the National System of Health.
