DIFICULTADES PARA LA IMPLEMENTACIÓN DE LA LEY ORGÁNICA DE CIENCIA TECNOLOGÍA E INNOVACION (LOCTI) EN LA UNIVERSIDAD CENTRAL DE VENEZUELA / Difficulties of Implementation of the Law On Science, Technology and Innovation in Central University of Venezuela

Resumo

En el año 2005 fue promulgada en la República Bolivariana de Venezuela, la Ley Orgánica de Ciencia, Tecnología eInnovación (LOCTI) con la finalidad de impulsar el desarrollo tecnológico y científico de la nación acompañado porlas grandes empresas establecidas en el país. A partir del año 2007, se comienzan las gestiones por parte de los actoresestablecidos en la Ley para la consecución de los aportes en relación con los Proyectos de Ciencia y Tecnología formuladospor los diferentes entes acreditados de acuerdo con los lineamientos enunciados. En la actualidad, la Universidad Centralde Venezuela, como ente receptor de los fondos, ha finalizado una cantidad de los Proyectos propuestos desde el inicio deesta implementación, presentando un saldo favorable en términos de crecimiento de la infraestructura en esta Institución.Este documento pretende plasmar un reporte de todas las acciones y diligencias realizadas por la Universidad Centralde Venezuela para implementar la LOCTI y proponer algunos correctivos para que este instrumento tenga una mayorrepercusión en la sociedad.

ABSTRACT

In 2005 was enacted in the Bolivarian Republic of Venezuela , the Organic Law on Science , Technology and Innovation (LOCTI acronym in spanish) with the aim of promoting scientific and technological development of the nation accompaniedby large companies established in the country. From the year 2007 the first steps were by established players in the Lawfor the implementation of the input according to the Project of Science and Technology made by the various institutionsaccredited according to the guideline set forth. At present the Central University of Venezuela, the entity receiving funds,has completed a lot of projects proposed since the beginning of this implementation, presenting a favorable balance interms of growth of infrastructure in this institution. The goal of this paper is to report actions and steps taken by the CentralUniversity of Venezuela to implement LOCTI and propose some corrective to improve result of this instrument as a greaterimpact on society.
