Abstract

El trabajo presenta un estudio de caso referido a un barrio de un municipio de la Ciudad de Caracas. Éste representa un grave problema para la municipalidad en cuanto a la prestación de servicios por lo cual se hizo necesario un modelo de gestión apropiado. La interacción entre las instituciones vinculadas al sector residuos sólidos y el municipio muestra la necesidad de diseñar una estrategia que incluya la planificación participativa y la contraloría social. El análisis y la discusión de este problema brindan la oportunidad para cambiar los más importantes principios de la gestión de servicios y la implementación de nuevas estrategias que garanticen las condiciones sanitarias. Estos principios son la responsabilidad y la cooperación.

ABSTRACT

This paper present a case study carried out in one of Caracas’ shantytowns; all of which present serious problems in terms of the provision of basic services for the municipalities which make up the capital city, thus making appropriate management models a necessity. The interaction between the institution responsible for solid waste collection and the municipality in question shows the need to design a strategy which includes a participative plan and social control. The analysis and discussion of this problem provides us with the opportunity of changing the main principles of the service management and to implement new strategies to guarantee sanitary conditions.
