Gestión curricular de la Educación a Distancia desde entornos virtuales (Management curriculum of the Distance Education from virtual environments)

Resumen

: El escenario teórico sobre Educación Universitaria a Distancia (EUaD) se debe complementar con normativas legales y parámetros institucionales. Se ofrece este artículo con la finalidad de dar a conocer las orientaciones que emergen para la gestión curricular de los Estudios Universitarios Supervisados (EUS) en la Universidad Central de Venezuela (UCV) mediante los entornos virtuales, a partir de la consideración sistemática de los referentes legales, normativos e institucionales que los sustentan. La reflexión y propuesta surge de un estudio de carácter descriptivo de documentos legales e institucionales que dan soporte a la gestión curricular en ambientes virtuales. Se abarcan dos grandes partes; la primera ofrece la sistematización de normas (legales y reglamentarias) que permiten aspectos de la visión teleológica, estos son: la Constitución de la República Bolivariana de Venezuela, la Ley Orgánica de Educación, la Ley Orgánica de Ciencia, Tecnología e Innovación, la Ley de Universidades, la Normativa Nacional de Educación Universitaria a Distancia, el Reglamento del Servicio de Educación a Distancia de la UCV y el Reglamento EUS-UCV. La segunda parte describe y analiza los referentes institucionales (organismos y lineamientos) que en la UCV favorecen el desarrollo pertinente de la EUaD en esta casa de estudios, desde los entornos virtuales.

Summary: The theoretical stage on University Distance Education (EAD) should be complemented with legal regulations and institutional parameters. This article in order to publicize the guidelines that emerge for curriculum management of the Supervised University Studies (SUS) at the Central University of Venezuela (CUV) by virtual environments, from the systematic consideration of the leaders offered legal, regulatory and institutional support them. The reflection and proposal arises from a descriptive study of legal and institutional documents that support the curriculum management in virtual environments. It covers two main parts; the first provides the systematization of rules (laws and regulations) allowing aspects of the teleological view, these are: the Constitution of the Bolivarian Republic of Venezuela, the Education Law, the Law on Science, Technology and Innovation, The Law of Universities, the National Regulations of University for Distance Education, the Regulations of Service of Distance Education of the CUV and the Regulation SUS-CUV. The second part describes and analyzes the institutional referents (agencies and guidelines) in the UCV favor the development of relevant EAD in this university, from virtual environments.
