Fundamentación cibernética para el Sistema Nacional de Ciencia, Tecnología e Innovación

Resumen

El objetivo de la presente investigación consistió en generar constructos teóricos basados en el enfoque cibernético que permitan explicar y sustentar el Sistema Nacional de Ciencia, Tecnología e Innovación (SNCTI) venezolano. El eje empírico de comprensión abarcó el objeto de estudio (SNCTI) en el lapso 1969-2017 y en el contexto nacional. La metodología estuvo centrada en una investigación de campo a nivel explicativo para generar Teoría Fundamentada. La realidad se abordó mediante la recolección de datos textuales utilizando entrevistas en profundidad a informantes expertos, estudio documental y observación. Como resultado se explican los escasos logros del actual SNCTI debido a la falta de claridad en el propósito, el marco legal interventor y una gestión errática, entre otros aspectos. Adicionalmente, la contrastación de la teoría emergida con la Teoría de Sistemas Cibernéticos posibilitó la construcción de un segundo cuerpo conceptual-explicativo o Teoría Coevolutiva para el SNCTI en la cual se especifican los atributos y procesos que deben darse en el sistema para logre evolucionar y cumplir con la función de transformar la realidad nacional en beneficio de la sociedad.

Cybernetic foundation for the National System of Science, Technology and Innovation

The objective of this research was to generate theoretical constructs based on the cybernetic approach to explain and support the Venezuelan National System of Science, Technology and Innovation (SNCTI). In addition, the contrast of the theory emerged with the Theory of Cybernetic Systems made possible the construction of a second conceptual-bodyExplanatory theory or Coevolutive Theory for the SNCTI, in which the attributes and processes that must be given in the system are specified in order to evolve and fulfil the function of transforming the national reality for the benefit of society.
