RIESGO Y SOSTENIBILIDAD EN CIUDADES CENTROAMERICANAS: LO URBANO Y LO REGIONAL

RESUMEN

Se discute el riesgo relativo que han vivido las ciudades centroamericanas desde tiempos coloniales, luego de plantear una perspectiva global sobre la situación urbana desde los albores de la vida en ciudades neolíticas o indígenas precolombinas. Se especifica la relación geografía/intervención identificando aspectos productivos y urbanos comunes a lo largo del istmo centroamericano. Se particularizan tipos diversos de ciudades, como las portuarias o las ciudades capitales y diferenciando entre el Caribe y el Pacífico. Se concretan aspectos propios de cada tipo y algunos comunes como la expansión horizontal, la conurbación, la ocupación masiva de predios en forma irregular, la construcción irregular y la ausencia de regulaciones, pero sobre todo la falta de aplicación de las regulaciones existentes y la lecciones aprendidas de las reiteradas situaciones de desastre que han hecho desaparecer diversas ciudades y capitales centroamericanas a lo largo de los siglos.

ABSTRACT

The relative risk Central American cities have lived since colonial times, after presenting a global perspective on the urban situation since the dawn of life in cities Neolithic or pre-Columbian indigenous is discussed in the present article. Geography / intervention relationship is specified by identifying common aspects along the Central American isthmus productive and urban areas. Different types of cities, such as port or the capital cities and differentiating between the Caribbean and the Pacific are particularized. Also, Specific aspects of each type and a few common and horizontal expansions, the conurbation, the massive occupation of land irregularly, illegal construction and the absence of regulations are specified, but especially the lack of enforcement of existing regulations and the lessons learned from the repeated disasters that have removed several Central American capitals and cities throughout the centuries.

LA VULNERABILIDAD URBANA. UN ENFOQUE AMBIENTAL Y SISTÉMICO.

RESUMEN

Esta propuesta teórica que iniciamos a finales de la década de los años 80, es complementaria de aportes de autores de la “Red de Estudios Sociales en Prevención de Desastres en América Latina” (La Red), de la cual formamos parte en la nueva generación.

A partir de un breve recorrido por los conceptos de vulnerabilidad que han servido de soporte o antecedente, se va conformando los conceptos propios de esta investigación, una manera integral de entender la Vulnerabilidad Urbana en la que se explica el cambio o la alteración que puede surgir en los asentamientos humanos, no solo como una condición necesariamente negativa o que exprese fragilidad, sino, también, desde una visión prospectiva, como una oportunidad de apalancar procesos que conlleven a mejorar la calidad de vida urbana.

ABSTRACT

This theoretical proposal that we started at the end of the decade of the 1980s, is complementary of contributions from authors of the “Red de Estudios Sociales en Prevención de Desastres en América Latina” (La Red), of which we are part as “the new generation”. After a brief tour of the concepts of vulnerability that have served as support or antecedent, the concepts of this research, a comprehensively understand the urban vulnerability, which explains the change or alteration that can arise in human settlements, not just as a necessarily negative condition is forming or expressing fragility, but also from a prospective vision, as an opportunity to leverage processes that lead to improving the quality of urban life.

TERRITORIOS TURÍSTICOS EN EL EJE BRASILIA-GOIÂNIA/ BRASIL. ANÁLISIS DE SU DINÁMICA, PROBLEMAS Y POTENCIALIDADES.

RESUMEN

El presente trabajo tiene como objetivo comprender la dinámica de la producción territorial del turismo en el eje Brasilia-Goiânia. Se discutirá la tesis de que existe una actividad turística que ordena el espacio en el Entorno del Distrito Federal. Las ciudades cabeza de la red urbana regional, Brasilia y Goiânia respectivamente, ejercen una fuerte influencia sobre los municipios más cercanos, siendo el turismo una de las diferentes manifestaciones de esa dinámica territorial. A medida en que la “cultura de viajar” se instala en los centros urbanos metropolitanos, surgen demandas dirigidas a satisfacer esa “necesidad de utilizar el tiempo libre” con actividades de turismo y ocio. Por lo tanto, los municipios más cercanos reciben inversiones públicas y privadas para ofrecer una infraestructura y atractivos al mercado en expansión. En las conclusiones son discutidos los diferentes usos y posibilidades del turismo en el eje, amén de las conclusiones que comprueban que, de hecho, el turismo provoca una dinámica territorial que ocupa “espacios” en detrimento de otros, produce desarrollo y contradicciones.

ABSTRACT

This work aims at understanding the dynamics of territorial production of tourism in the axis Brasília – Goiânia. It will discuss the thesis that there is a touristy activity that ordinates the space in the Federal District of Brazil outskirts. The most important cities for the regional urban network, Brasilia and Goiânia, respectively, exert a strong influence over the nearest towns, being tourism one of the manifestations of this territorial dynamics. As soon as the “travelling culture” is installed in the metropolitan urban centers, demands towards satisfying this “need to use free time” with touristy activities will appear. Therefore, the nearest towns receive private and public investments so as to offer infrastructure and attractions to this market in expansion. In its conclusions, the different uses and possibilities of tourism in the axis are discussed. Besides the conclusions that prove that tourism generates a territorial dynamics that occupies “spaces” in detriment to others, produces development and contradictions.

TURISMO CULTURAL Y EVENTOS EXTRAORDINARIOS: EL CASO DE LA CIUDAD GENOVA.

RESUMEN

En Génova, en los últimos veinte años se han producido varios cambios que han modificado profundamente la imagen de la ciudad. Hasta entonces Génova era asociada casi exclusivamente a su puerto y no era percibida como ciudad turística de interés artístico y cultural. Hoy, sin embargo, gracias a la recuperación y/o restauración funcional de unos cuantos edificios históricos y la valorización de su patrimonio ha entrado en la red nacional del turismo urbano principalmente basado en su oferta artística y cultural. En este trabajo se presentan los resultados de un cuestionario hecho a los visitantes de una de las exposiciones más importantes de la ciudad, Euroflora 2011, para averiguar si la visita a Euroflora: 1) presuponía también, ya sea antes o después del evento, aprovechar de la oferta turística de la ciudad; 2) si a Génova se le puede considerar como un destino turístico; 3) el nivel de satisfacción resultó aceptable como destino turístico. También se registraron las opiniones y las sugerencias de los visitantes para hacer más accesible la ciudad a nivel turístico.

ABSTRACT

In Genoa, during the last twenty years there have been several changes that have profoundly transformed the image of the town. Before this transformation Genoa was associated almost exclusively with its port, it was not perceived as a tourist city of artistic and cultural interest. Nowadays, however, Genoa entered the national network of urban tourism based on the artistic and cultural resources. This paper presents the results of a questionnaire distributed to the visitors of one of the most important exhibitions held in town, Euroflora 2011. The aim of the questionnaire was to find out if: 1) the respondents visit or were going to visit some touristic attractions of the town; 2) Genoa can be considered as a tourist destination, 3) the level of satisfaction was acceptable as touristic destination. Thanks to the questionnaire was also possible to get visitors opinions and suggestions according to improve the tourist fruition of Genoa.

RESUMO

O presente estudo de caso visou analisar parte do Relatório Técnico do Diagnóstico Socioeconômico da possível implantação da Avenida Parque do Barbado na cidade de Cuiabá, capital do estado de Mato Grosso, cuja obra é parte integrante das políticas públicas voltadas paraas ações de mobilidade urbanae a realização da Copa do Mundo de 2014. Os resultados da pesquisa são oriundos da aplicação de um Instrumento de Pesquisa, com questões abertas e fechadas, que foi aplicado à população que reside na área. Neste contexto, convencionou-se para este artigo mostrar as características da infraestrutura da área.

RESUMO

O estudo do espaço urbano e as relações de desigualdade entre as comunidades e bairros que o compõe, oferecem pistas sobre como a escola se insere nesse espaço e o reproduz internamente nos diferentes contextos impostos pela realidade das cidades. Neste estudo preliminar, levantamos alguns dos mais recentes estudos brasileiros que demonstram o efeito-vizinhança no desempenho de estudantes da educação básica e buscamos encontrar e discutir possíveis contribuições teóricas e metodológicas da Geografia, mais especificamente da Geografia Urbana e suas bases para a explicação desses fenômenos.

ABSTRACT

The Geography of proficiency: Contributions of Geography to research on the neighborhood- effect in the student performance of urban public schools. The study of urban space and the relations of inequality between communities and neighborhoods that comprise us, offer clues about how the school is within the internal urban space and how the school play in different contexts imposed by the reality of cities. In this preliminary study, we raise some of the most recent Brazilian studies that demonstrate the effect-neighborhood in the performance of students of basic education and seek to meet and discuss possible theoretical and methodological contributions of geography, more specifically the urban geography and its basis for the explanation of these phenomena.

FRAGMENTACIÓN TERRITORIAL. LOS NUEVOS PAISAJES URBANOS EN LA REGIÓN METROPOLITANA DE BUENOS AIRES.

RESUMEN

Con este trabajo pretende reflexionar sobre problemáticas y procesos que desde hace algunas décadas se materializan en la Región Metropolitana de Buenos Aires –RMBA- a partir de lo que se ha dado en llamar el proceso de globalización. Para los que trabajamos sobre la expansión de la RMBA existen muchos y muy buenos análisis y experiencias empíricas que nos posibilitan, desde miradas interdisciplinarias, acercarnos a estos procesos y sus resultados socioterritoriales. Este es un aporte más que aborda esta expansión sobre espacios de borde, en algunas cuestiones relacionadas con la segregación socioespacial, las autopistas metropolitanas, los shooping center, los cementerios privados y el terciario avanzado, como artefactos urbanos representativos de estas transformaciones que se han naturalizado inexorablemente en el cotidiano de la gente.

A tal efecto, abordaremos brevemente el análisis de los nuevos paisajes urbanos, de borde, y su relación directa con la traza de las autopistas. Nos centraremos en el eje Norte de la RMBA, donde se manifiestan con mayor intensidad los cambios estructurales, sin dejar de reconocer que sobre el eje Sur y en menor medida el eje Oeste, se vienen manifestando también cambios acelerados en los bordes rururbanos.

ABSTRACT

This work aims to reflect on issues and processes for some decades to materializein the metropolitan area of Buenos Aires-RMBA-from what has been called the globalization process. For those who work on the expansion of RMBA are many good empirical analysis and experience enable us, from looks interdisciplinary approach to these processes and their results socioterritorials. This is another contribution that addresses the expansion of border spaces, some issues related socio-spatial segregation, metropolitan highways, the shooping center, private cemeteries and advanced services, such as urban artifacts representing these transformations are naturalized inexorably in the daily life of people.

To this end, we will address briefly the analysis of new urban landscapes, edge, and its direct relationship with the trace of the highways. We will focus on the northern axis of the RMBA, where they appear more intense structural change, while recognizing that the South axis and to a lesser extent West axis, have been manifesting also accelerated changes in rururban edges.
