FACILITACIÓN DEL COMERCIO Y COOPERACIÓN ADUANERA: UN RETO PARA LA ALIANZA DEL PACÍFICO Y EL MERCOSUR

El concepto del regionalismo abierto latinoamericano se caracterizó por hacer énfasis en la liberalización comercial, con el objeto de mejorar la inserción de la región en una economía mundial globalizada, mediante la reducción simultánea de las barreras al comercio intrarregional y el resto del mundo. En tal sentido, las medidas de facilitación del comercio juegan un papel preponderante como instrumentos que materializan los posibles avances que en materia aduanera y comercial, pueden adelantar los acuerdos de integración regional, como es el caso del Mercosur y la Alianza del Pacífico (AP), los dos bloques comerciales que agrupan las principales economías latinoamericanas y que en abril de 2017, acordaron una hoja de ruta para su convergencia en acciones de facilitación del comercio, una esfera en la cual las ventanillas únicas de comercio exterior (VUCE), tienen un rol central. La presente investigación revisa los avances en esa materia en los países que conforman ambos modelos de integración regional y concluye en que es perentorio que los gobiernos y el sector privado agrupados en la AP y Mercosur, prioricen la agenda de facilitación del comercio y cooperación aduanera incluyendo en ella mecanismos de gobernanza creíbles y seguros con acceso verificable a los grandes mercados extranjeros.

Abstract

The concept of open regionalism in Latin American was characterized by emphasizing trade liberalization in order to improve the region's insertion in a globalized world economy by simultaneously reducing barriers to intra-regional trade and the rest of the world. In this sense, trade facilitation measures play a preponderant role as instruments that materialize the possible advances that regional integration agreements can advance in customs and commercial matters, as is the case of Mercosur and the Pacific Alliance (AP), two of the trade blocs that group the main Latin American economies which, in April 2017, agreed on a roadmap for their convergence in trade facilitation actions, an area in which the foreign trade single windows (VUCE) have a center role. This research reviews the advances in this matter in the countries who are members in both models of regional integration and concludes that it is imperative that the governments and the private sector grouped in the PA and Mercosur, prioritize the trade facilitation and customs cooperation agenda, including in it credible and secure governance mechanisms with verifiable access to large foreign markets.

DOLARIZACIÓN Y DESDOLARIZACIÓN FINANCIERA: UNA MIRADA HACIA LATINOAMÉRICA

En América Latina, entre los años 1970 y 1990, diversos países experimentaron procesos graduales de dolarización. Bajo este contexto, la principal preocupación de los bancos centrales estuvo enfocada en el diseño y ejecución de la política monetaria y cambiaria para hacer frente a los altos niveles de dolarización. El objetivo de la investigación describe y analiza la dinámica de la dolarización y las políticas desdolarizadoras en las economías de Bolivia y Perú. Los principales resultados sugieren que la credibilidad de la autoridad monetaria, la conducción hacia la flexibilidad cambiaria y la estabilidad macroeconómica son factores clave en el proceso de desdolarización. También, la incorporación de normas prudenciales, la profundización de los mercados financieros y medios de pagos eficientes en moneda local y un sistema de indexación creíble son necesarios en el largo plazo.

Abstract

In Latin America, between the years 1970 and 1990, several countries underwent gradual processes of dollarization. In this context, the main concern of the central banks was focused on the design and execution of the monetary and exchange policy to face the high levels of dollarization. The objective of the research describes and analyzes the dynamics of dollarization and de-dollarization policies in the economies of Bolivia and Peru. The main results suggest that the credibility of the monetary authority, the drive towards exchange rate flexibility and macroeconomic stability are key factors in the de-dollarization process. Also, the incorporation of prudential regulations, the deepening of financial markets and efficient means of payment in local currency and a credible indexation system are necessary in the long term.

RIESGO DE LIQUIDEZ EN EL MERCADO DE RENTA VARIABLE VENEZOLANO. AJUSTE POR SPREAD BID-ASK: 2018-2019

Para cuantificar el riesgo en el mercado bursátil el método Valor en Riesgo (VaR) viene sesgando la medición de las pérdidas potenciales que sufrirían los inversionistas ya que, generalmente, se calcula con el precio de cierre del activo para el día t y este se debe ajustar a los movimientos y situaciones del mercado. El objetivo del presente trabajo es cuantificar el riesgo de liquidez del mercado de acciones venezolano, entre 2018-2019 con frecuencia diaria bursátil, aplicando un VaR ajustado por Spread mediante la metodología de Bangia et al. (1998). A tal efecto, se usan los datos de precios de compraventa de acciones de la Bolsa de Valores de Caracas (BVC), que es la institución que calcula el Índice Bursátil de Caracas (IBC). Este trabajo encuentra que, las inversiones en la cartera líquida construida exhiben, en promedio, una exposición de riesgo de liquidez de 12% y en la cartera ilíquida construida un 20%.

Abstract

To quantify the risk in the stock market, the Value at Risk (VaR) method is biasing the measurement of the potential losses that investors would suffer since, generally, it is calculated with the closing price of the asset for day t and this must be adjusted to the movements and situations of the market. The objective of this paper is to quantify the liquidity risk of the Venezuelan stock market, between 2018-2019 with daily stock market frequency, applying a Spread-adjusted VaR using the methodology of Bangia et al. (1998). For this purpose, we use stock price data from the Caracas Stock Exchange (BVC), which is the institution that calculates the Caracas Stock Market Index (IBC). This paper finds that investments in the constructed liquid portfolio exhibit an average liquidity risk exposure of 12% and in the constructed illiquid portfolio 20%.

VENEZUELA: DEFINIENDO REALIDADES Y APLICANDO PRINCIPIOS (LA RECOMENDACIÓN 202 DE LA OIT)

Los principios de la Recomendación sobre los Pisos de Protección Social, 2012 (núm. 202) de la Organización Internacional del Trabajo (OIT), se relacionan con la realidad venezolana a los efectos de analizar su aplicación en un contexto de pérdida de oportunidades y riqueza fácil a la que no se le ha puesto fin. El marco normativo es evaluado y es calificado como incapaz de revertir la situación en un mercado laboral informalizado y con las estructuras de representación disueltas. Se infiere que las asignaciones monetarias a la población tal como están dispuestas, potencian su dependencia.

Abstract

The principles of the Social Protection Floors Recommendation, 2012 (No. 202) of the International Labor Organization (ILO), are related to the Venezuelan reality in order to analyze its application in a context of loss of opportunities and wealth easy that has not been put an end to. The regulatory framework is evaluated and is qualified as incapable of reversing the situation in an informal labor market and with dissolved representation structures. It is inferred that the monetary allocations to the population as they are arranged, enhance their dependence.

LA EDIFICACIÓN DE LA TIRANÍA: APROXIMACIÓN A LA FILOSOFÍA POLÍTICA DE GIANNI VATTIMO

El siguiente artículo consta en una exploración crítica a la filosofía política de Gianni Vattimo, expuesta en las obras Adiós a la verdad, Vocación y responsabilidad del filósofo, Comunismo hermenéutico, Ecce Comu y De la realidad. La filosofía política de Vattimo del siglo XXI funciona como justificación de los totalitarismos en Latinoamérica, su compromiso revolucionario echa por tierra el poder persuasivo de su propuesta a finales del siglo pasado, el pensamiento débil. Se parte de una aproximación a las posibilidades transformativas de la hermenéutica y sus circunstancias originarias. De seguido se inspecciona la reivindicación de la filosofía en su relación con la verdad y el papel de la última en la política. Por último, se formula la disonancia existente entre la enunciación teórica y la realidad política de Latinoamérica, como la edificación del pensamiento político del italiano beneficia a la tiranía.

Abstract

The following article consists in a critical exploration of the political philosophy of Gianni Vattimo exposed in the works Adiós a la Verdad, Vocación y responsabilidad del filósofo, Comunismo hermenéutico, Ecce Comu and De la realidad. The political philosophy of Vattimo of the 21st century works as a justification for totalitarianism in Latin America. Its revolutionary commitment erodes the persuasive power of its proposal at the end of the last century, the weak thought. It starts on an approach to the transformative possibilities of hermeneutics and its original circumstances. Then, the claim of philosophy is examined in its relationship with the truth and the role of the latter in politics. Finally, the disharmony between the theoretical enunciation and the political reality of Latin America is formulated, how the construction of the political thought of the Italian benefits tyranny.

RCTV Y SU CIERRE: ARBITRARIEDAD POLÍTICA CONTRA EL PLURALISMO. PARTE II

El artículo recorre las circunstancias en las cuales se llevó a cabo el cierre de RCTV, abordando
el entorno político, la relación de conflicto entre el medio y el mandatario que decidió su salida de la pantalla venezolana, así como los valores organizacionales que chocaron con el estilo autoritario de gobierno impuesto por Hugo Chávez. Se intenta una aproximación que permite esbozar la cultura corporativa de RCTV al momento del apagado de su señal y se establece una conexión con los ideales de libre empresa presentes en el espíritu de sus fundadores.

Abstract

The article covers the circumstances in which the closure of RCTV took place, addressing the political environment, the relationship of conflict between the media and the president who decided to leave the Venezuelan screen, as well as the organizational values that clashed with the authoritarian style of government imposed by Hugo Chavez. An approach is attempted that allows to outline the corporate culture of RCTV at the time of the shutdown of its signal and establishes a connection with the ideals of free enterprise present in the spirit of its founders.
